Not true. In fact Tibet at one time conquered much of China but not until 1911, thanks to half-stepping British interference, did China ever rule in Tibet. That was very short lived.
I don't think it made things any worse. Attempts were made to keep arming the Khampa "rebels" well after the CIA support was ended. Through the grapevine I heard they were still fighting into the late '90s. The CIA backed them in the early '60s under JFK but it complicated relations with India and with Vietnam a growing conflict I think it was calculated as risking an open conflict with China ranging all across SE Asia. Money was probably a factor too.
We were willing to fight China's (and Moscow's) proxy in Vietnam but not take them on directly. A mistake I would say. We should have heeded MacArthur and kicked Red China's butt when they confronted us in Korea.
