I saw this twice in NYC. Both times I was in cab with others, sight seeing. The cabbies loved it and said that it was a fairly normal thing. That was in 1964 and 66.
Some of that was before my time. LOL!
But these days, that would probably get the woman ticketed for littering. ;-D
