That seems a little over the top. Personally, I don't think a ruling such as this will stand. How many HS-ers are there in California? Plenty I would imagine. If every one of them flipped this ruling the bird, would they all be rounded up at gun point? I doubt it.
Obviously this has little to do with a parents ability to educate their children and more to do with the almighty $$$$$. jmo.
