The Dems award their delegates in Texas by Senate District. The number of Delegates in each district are awarded based on the number of democratic votes in the prior election.
Hence, Obama Senate Districts (Houston, Austin, Dallas) which have high Black Populations get more delegates than the Hispanic Districts.
Not to mention Texas has a Caucus as well, which Obama is running away with.
Net result is that Obama gets more delegates from the Caucus and more delegates from the primary.
EVEN IF Hillary! wins the popular vote 51%-48%
Simply put, she didn't get the vote totals that she needed.

Just to clarify - Delegates are apportioned based on the number of previous primary voters - not race. However, blacks seem to vote in higher percentages than Hispanics - so black districts tend to have higher delegate apportionments. Also, Austin has very few blacks, but it’s strong Obama country.
The bigger picture is this:
Delegate count has become almost irrelevant. NEITHER Hill or BaRockStar, can win the nomination with pledged delegates. Both will have to rely on Super Delegates. Clinton has a strong argument that she’s kicked Barack’s butt in most Blue States and in Ohio. That goes a long way toward favoring her in the fall.
This is going to the convention. The rest of the voting is just for political posturing.
