That still is from the video and the same camera and angle, it is not from the base.

That shot is the start of the dogs descent as the camera follows it down to the ground below the cliff.

It looks like a shot back to the horizon to me. I'd have to look at the whole video to tell.

According to a later post, the Marines are already looking into this, so we should learn more soon.
