Shell pulls out of Iran gas deal

LONDON (Reuters) - Oil major Royal Dutch Shell has pulled out of a planned gas project in Iran, after coming under pressure not to participate from U.S. lawmakers who were concerned about Iran’s nuclear programme.
A spokeswoman said on Saturday that the world’s second-largest non government-controlled oil company by market capitalisation was pulling out of Phase 13 of the giant South Pars gas field but may yet join later stages of the field’s development.
Shell, Spain’s Repsol and the National Iranian Oil Company (NIOC) signed a Memorandum of Understanding in January 2002 to develop Phase 13 in a project to be known as Persian LNG.
At the time, Shell said deliveries of liquefied natural gas — gas cooled to liquid under pressure for transportation in special tankers — could begin in 2007.
However, United Nations sanctions on Iran related to its nuclear programme, which it claims is for power generation but which the U.S. and European states believe is aimed at developing weapons, and criticisms of the deal from U.S. politicians and investors, slowed progress.
Meanwhile Iran grew impatient and threatened Shell with eviction from the project if it did not commit formally.
The spokeswoman for the Anglo-Dutch company said:
“We have agreed the principal of substitution of alternative later phases for the PLNG project so that INOC can proceed with the immediate development of Phase 13.”
She would not give a reason for the decision. Repsol was not available for comment.
Iran will now need to find new partners for the project. Media reports have suggested Russia’s Gazprom, Indian Oil Corp and Chinese companies could join, as they are expected to be less susceptible to U.S. political pressure, but the companies have limited experience of LNG.

The Druze are fighting the Shi’a & Shi’a-allied Druze. the Chouf (a district that is mainly Druze) is on fire. The Shi’a residents in the Dahiyeh (a notorious Shi’a ghetto in Beirut) are panicked & fleeing...because I’m being told that they can see the Druze descending from the mountain to attack them.
I have word that some murders were committed in Halba. This is a pro-government area & a demonstration turned into violent fighting with the Syrian Party. The outnumbered Syrian Party members retreated to their headquarters but ran out of ammo. There were negotiations & the Syrian Party people surrendered, as the building was handed over to the Army. Next thing you know, the pro-government militia busted into the building & killed the Syrian party people. The Army stood by blankly. Now the pro-government militia is on a rampage, attacking houses of Syrian sympathizers & killing them. Someone was burned to death in their car.
Walid Jumblat was on TV telling the Druze in Aley to surrender to Talal Arslan’s militia. He had fear in his voice. Arslan is a pro-Shi’a Druze. The Jumblat-allied Druze in Choueifat surrendered.
I’m told by an eye witness that the Druze in Aley fought Hezbullah with barely any serious weaponry. They were relying mostly on their knives. They are furious at Jumblat for not backing them up because they could have defeated Hezbullah & now they feel dishonored.

VIDEO - Shiites loyal to Lebanese opposition group Hizbullah battled Druze supporters of the ruling coalition east of Beirut on Sunday, adding to the worst civil strife since the 1975-90 war.
The fighting in Aley, a town in the mountains overlooking Beirut, and nearby villages was the latest violence between followers of Hizbullah, a group backed by Syria and Iran, and supporters of the US-backed governing coalition.
At least five people were killed and 12 wounded, bringing the number of dead in five days of fighting throughout Lebanon to 49. At least 140 people have been wounded.
Hizbullah and allied Druze fighters took control of several village in the area, security sources said. A 6 pm ceasefire did not hold, witnesses said.
Black smoke rose from several villages as explosions and sound of gunfire echoed in the pine-covered hills and valleys of the picturesque area.
Arab foreign ministers, meeting in emergency session in Cairo, appealed for a ceasefire in Lebanon.
“The council (of Arab foreign ministers) appeals for an immediate halt of bombings and shooting, and the withdrawal of gunmen... And the enabling of the army to deploy in those areas,” the Arab League said in a statement read by Deputy Secretary-General Ahmed Bin Hilli.
According to Al-Arabiya TV, the ministers criticized Hizbullah for “pointing its weapons toward Lebanon”.
An 18-month-old political conflict between the opposition and governing coalition spilled into open warfare on Wednesday after the government decided to move against a military communications network operated by Hizbullah and sacked the head of security at Beirut airport, who is close to the group.
‘They want to take control of Mount Lebanon’
Hizbullah called the move a declaration of war, saying the network had played a crucial role in its 34-day war with Israel in 2006.
Druze leader Walid Jumblatt, whose followers were battling Hizbullah supporters in Aley, called on Talal Arsalan, a Druze leader allied to the Shiite group, to mediate an end to the fighting.
“I tell my supporters that civil peace, coexistence and stopping war and destruction are more important than any other consideration,” Jumblatt told the pro-government LBC television station by telephone.
Speaking to Al-Arabiya TV, Jumblatt said Hizbullah’s weapons “stopped protecting Lebanon after the group decided to use them against Beirut and Mount Lebanon.
“We do not have the militias they claim we have, but they want to take control of Mount Lebanon,” he said, all we are asking is that Lebanon be responsible for decisions regarding peace and war.”

A newspaper is reporting that Egypt has proposed sending troops to Lebanon (on behalf of Saudi Arabia & the Sunnis, of course). Word in the street is that Israel would never allow it, though.
The night has been pretty quiet & the major activity is a media war between the Shi’a channels (Hezbullah’s al-Manar & Iran’s Press TV) & pro-government channels (al-Arabiyya & New TV).

The Arabs think we have a lot more influence with America than we do.
