I'd say that's a pretty good guess. It's what happened in NYC. In '76 the NYC govt required that semiautos be registered. The under the despicable David Dinkins (less liberal than Obama) declared the guns contraband and those who didn't give evidence to the NYC NKVD that they had disposed of the guns were arrested and their property seized.
