Hardly. It was a cap and trade scheme of the kind Newt has advocated in the past and still does. It isn't advisable because carbon emissions stuff is a boondoggle, but it is the sort of boondoggle wonks have gone for, as being more market-oriented than outright regulatory restrictions. It didn't pass, so it had no practical effect, and it remains yet another example of the chickenfeathers nonsense flung at McCain. Where is the actual damage he ever did to anything, where he actually got his policy adopted, and other conservative leaders (including Bush) weren't on the same page?
