Although this sort of legislation is what we need in order to hold gun owners and dealers accountable

So after the perp has killed how ever many people, we can trace the bullets back to his gun. So what? How does this bring the people he killed back from the dead? Will the killer be stopped, thinking "gee, they may trace this back to me, I better not go through with the massacre".
