I agree that you could do this.
I'm not sure why you would want to make tens of millions of people self deport JUST so they can apply and come back into the country to do the same job they were doing before.
If you are going to have some type of immigration reform to allow this number of temporary workers enter the USA and work at jobs that are already being worked by illegal immigrants, why not have a process to allow currently illegal immigrants that HAVE a job put in their bid to continue at that job.
Understand me, I do not like it that there are this many illegal immigrants in the USA, I am all in favor of self deportation if that's what they want to do, but I am also a realist and I realize that this many people being caused, by force, to relocate is going to cause a HUGE problem in our society.

Here is the “why”
If you make a TRUE guest worker program then the program is literally a GUEST worker, not a path to citizenship worker.
It shuts them out of that track.
The fact is that ALL the current proposals in the past and even this one are about AMNESTY period. These are not true guest worker proposals, they are just easy green cards. Other countries have guest workers and they have strict rules about leaving the country at the end of your work contract and mandatory “out” times. No “touchback” BS.
You create a path for the workers to guest work AND THAT IS IT.
