Precinct Committee Chair is an E-L-E-C-T-E-D position; this is readily discernible, even to one such as you, by the fact that it has (among other defining aspects) a proscribed Term of Office (2 years) -- the sort of thing, in other words, commonly associated with positions of authority to which one is rightfully E-L-E-C-T-E-D.
