Church structure is ecclesiastical in nature and therefore not involved in religion. On the other hand, whether or not we have a hierarchy is theological in nature.

Deacons and elders were clearly established for New Testament Christianity. That's part of the structure but does it end at that point?

The answer for each individual depends on whether or not he's a Catholic or a Protestant ~ for the Anglicans no one actually cares ~ they're much more involved in figuring out why homosexuality is good for religion, and how Sharia Law can be incorporated into the Book of Common Prayer. That the resolution of both questions should come down to the continued employment of a single individual as Archbishop may well lend an answer to the Anglicans about how much church hierarchy they can stand.

When was the last time you saw a picture of the Queen or her idiot coterie in Church? Oh, that reminds me, why is the Queen selling off quality Royal property in London to the Arab sheikhs? Does she need the money?
