Hes going for a third party challenge and thats why hes still in the race: to raise money and get the free publicity before he walks out of the GOP.
It's too late for him to go on the ballots and get signatures. He's already played the 3rd party game in 1988. He's not stupid enough to fall for it again knowing that he'll get further blacked out than he is now and won't get invited to the fall debates.
That's not correct. Perot started his first run in late February.

Not really. The LP nominates their Presidential candidates via convention, not primary. And the LP already has ballot status in most if not all states. If he walks out of the GOP by late spring/early summer, he’ll have time to switch parties and then be a candidate at the LP convention. The GOP nomination will most likely be a done deal by then.
If Rep. Paul has a chance for the GOP nomination when late spring/early summer rolls around, then he’ll stay put. If he doesn’t, he can leave the GOP with enough time to seek the LP nomination. Given Rep. Paul’s age, this is his last hurrah.
