Benchmarks are event driven, timetables are of course time based.

Romney talked about setting timetables. Wouldn't both be needed in a military campaign? Obviously the timing of events is not 100% predictable, but I would expect effective logistics to require timetables even if they're not perfect and need to be continuously adjusted.
