Does Mitt's plan for illegal immigration offer any form of amnesty? (yes or no)

I think we can all agree that past performance is a guarantee of future results, when it comes to politics.

Romney's record supersedes any platform he's recently adopted in an attempt to persuade people he is a true conservative. It's very easy to shift your position depending on which way the wind is blowing.

If Romney thought that the McCain's Immigration plan was not Amnesty, how can we trust him when he says he doesn't support amnesty? He clearly does not define amnesty the same way most of us conservatives do.
