Because Guilliani worked harder. He didn’t wait until 4 months before the first primary to structure an organization designed to raise money. He didn’t spend 2007 at home. He was doing what the other hard worker, Romney, did. He spent it in uncomfortable hotel rooms traveling all the time to meet and press the flesh and put together fund raising.

So the top level answer to your question is money. The next level down is 6-9 months of laziness, choosing not to work hard for the vast majority of 2007 preparing.
