Why doesn’t Prime Minister Harper act? He has previously spoken about what a travesty these “human rights” commissions are? Isn’t one of the benefits of a parliamentary system that the government has a working majority in parliament to pass laws? Why not amend the civil rights act?

Isnt one of the benefits of a parliamentary system that the government has a working majority in parliament to pass laws? That is true except when the governing party has a minority government, as our Conservatives do now.
I'm not sure what he'll do, but I expect he'll do something this week.

Using complaints to the Human Rights Commissions legitimizes them.
Conservatives can hardly rail against them if they have been pleading before them.
