Campaign Finance ReformAfter debating for years about campaign finance reform, Sen. John McCain (R-AZ), Sen. Russ Feingold (D-WI), Rep. Chris Shays (R-CT), and Rep. Marty Meehan (D-MA) finally garnered enough votes to pass a bill. The Bipartisan Campaign Reform Act of 2002 (H.R. 2356) bans soft money to national parties and federal candidates, increases individual contributions from $1,000 to $2,000 per election, and redefines coordination between candidates and citizen groups.
The bill also prohibits incorporated groups and unions from purchasing TV or radio ads that refer to a specific member of Congress or other "candidate" for 30 days before a state's congressional primary, or anywhere during the 60 days before the general election.
