He doesn't blame the US for the 9/11 attacks, he says us being over there all the time gives the radicals an excuse to attack us, and he's right.

That's a distinction without a difference, and he's not right. He's ill.

Nonsense, it is different. Example, we had good reason to help Kuwait against Saddam. However, the fact that we went there in the first place is something that the radicals in SA, Iran and Iraq can point to the young and easily influenced radicals as "Western interference and war on Muslim world." The radicals are nuts of course but they are radical religious fanatics. If we just for no reason bombed Jordan tomorrow, and Jordan responded with 9-11, then Paul would claim that we deserved it. There is a huge difference and I'm sorry you are not able to see that.
