I see you are referring to "...enter into any agreement or compact with another state..." and that may fill the bill unless a Democratic Controlled Congress approves it under the above "No state shall, without the consent of Congress..." exception.
That said, I would like to see Texas declare war on the rising tide of illegal immigrants under the "...or engage in war, unless actually invaded..." clause!
