It's a Texas inside joke. Maybe too subtle for most.
His Trans Texas Corridor mega project wasn't exactly popular with a lot of Texans, other than Governor Perry. Many accused them of selling out to foreign interests that were willing to pay big $$ to get the exclusive 50 year contract to build and operate it.
Then think of one of AC-DC's biggest hits album and song titles.

Sad for him and his family though.

No tears from this Texan. When a person intentionally sells out my freedoms for his personal gain, it’s difficult for me to feel sorry for him or his family (after all, the millions they expected in out year payoffs are probably gone now).
I only hope the next person that Perry gets is allowed to be questioned by the legislature. I can only hope that the days of a free ride are over with respect to letting private corporations (be it Spanish or anyone else) control our highways.
I’ve had enough of this sellout!!! Let the TTC RIP.
