What a stupid move. She was a target for an attack since her return a few months ago. What idiot would allow her to become perfect target practice for a sniper by sticking her head out in the open?

Not necessarily unless it was one of her own bodyguard, which is not unheard of in that region.
She needed/wanted to martyr herself to further her cause, (imho of course).
