Muddled as it was, I think the new policy was to get Musharaf to give up his position as military dictator, turn the Army over to one of his subordinates, and then govern the country as a civilian president, with Bhutto as his Prime Minister and President-in-Waiting, with democratization of Pakistan being the ultimate goal. Ain’t gonna happen now...!
