Short range throwing money away is bad foreign diplomacy.
First, completely surround the area where these animals are hold up, and I mean completely. Use whatever amount of troops it would require and from whatever country will lend a hand.
Second, start napalming the crap out of that region. Start in the center and work your way outwards. Leave nothing untouched, spare no one, level everything. Make it a barren wasteland.
Third, as the cowards start running for their lives and they come near the containment or blockade that are comprised by the troops surrounding the area, kill every last one of them, spare no one, spare nothing, destroy everything.
This may seem harsh and brutal, but no amount of political wrangling will make these bastards happy. They need to be wiped out, nothing less will do. To hell with Russia, China, Iran, Syria or whoever else will protest. The time for words is over. It's time to start talking a language they understand, death.

you know.. nobody has a better pulse on the Alqaida terrorists in Pakistan than Mussarraf. I think the left indirectly caused the death of Ms. Bhutto. They were all hollering for laxing of the Marshall law. You only made it easier for terrorists to get to Bhutto. I wish Mussarraf would declare State of Emergency and take the reigns of such a country in disarray.
