George Romney was passionate alright. He tried to implement affirmative action plans in the area of housing early in the Nixon administration. Nixon signed on to the Philadelphia Plan to promote race quotas in employment and schooling, but refused to ratify Romney’s proposal to require racial quotas in suburban neighborhoods:

The post civil rights, post affirmative action and the rise of the welfare state has been a boon to black Americans. The welfare state, created with the efforts of liberal Republicans has destroyed generations of black families. Of course Mitt wants to do to healthcare, what his father and others did to blacks. Produce dependency, increase the size and power of the state.
