Back in the Eighties, twenty years ago. And some of it came from American sources. Remember BCCI and the S&L scandal where it was revealed that we were funding Saddam's war machine against Iran which was also used against the Kurds, probably as test subjects and because they had rebel elements against Saddam's regime?
