Evidence will have to be presented before it can be refuted. All the article cites is an uncorroborated statement from a guy Huck fired.
The original newspaper article from 1998 is floating around on various email lists. Huckabee's son was named and was confirmed as being fired over the matter (he murdered the dog in front of other youth at the camp). The other person that helped him was named, and his father (of the other person) confirmed the incident. The Arkansas Gazette will probably republish it as a front-page item in the next day or two.
The fact that there is a public record of Huckabee's son being fired over the matter is pretty damning if you ask me, and given that there were witnesses, they will probably be tracked down and you'll see them on the networks in the next week.

My mistake - it was the Arkansas Democrat-Gazette, not the Arkansas Gazette. The original story was published August 7th, 1998. David Huckabee and Clayton Frady were named as the young men fired over the incident, with the father of Clayton Frady confirming to the media that his son was one of the two fired, and with the Governor's office not returning calls. There were multiple witnesses to the act.
I would reprint the article here, but I don't think they allow reprints due to their owners' policies, so keep an eye on their website over the next few days.

We’re talking about two separate issues. First is whether Huck’s son participated in torturing and killing a dog. There seems to be a pretty strong case for that, but as others have posted, blaming the father for the son’s misdeeds is a pretty cheap tactic.
The far more damning claim — and the one that’s uncorroborated — is that Huck interfered in the investigation. That would be a matter of official misconduct.
