The schools won’t suspend or expel the troublemakers because the schools get paid based upon attendance.

I don’t know about the UK, but in the U.S. expelling a student requires legal proceedings that fall just short of something along the lines of a Constitutional Amendment. You can bet your ass there are students that the public schools would be happy to be rid of, but you just can’t “kick them out”. They have to have somewhere to go, and always at taxpayer expense.
