I agree, pretty much, but each had (has) different reasons. GHWB deliberately moved himself away from Reagan because a) he wanted to establish his own political identity; and b) he didn't really understand Reaganism, in that order.

GWB is less Reagan-like because he is dealing with a different situation. However, he DOES agree with one Reaganesque principle: one big battle at a time. In Reagan's case, it was "defeat Soviet communism"; in GWB's case, it's "defeat terrorism."
