There’s a renewed emphasis on its ground attack capability in Congress, and there’s even been talk of using it as a means to jam enemy communications in Iraq (which is, frankly, just silly. The Army can do this with a truck).

That's probably just something to placate the pols to get them to actually appropriate the money for it. In WW2 the Mustang was touted as multi-role, but everyone who flew it knew it's first and best purpose was to shoot down German planes.
