I would state it even stronger. He created Talk Radio and by doing so he gave rise to a Conservative Counter Media that has done more to advance Conservative values then any other single living person in the country. Rush should be #1 on this list. No one else is even close to him in influence
So influential, that it recently took 40+ democratic senators (fomally as the senate) to personally attack a private citizen, for maybe the first time in the history of this country.
