What a racist event. Of course of governments support racism as long as you are not white.
People have a 1st Amendment right of free association. There are a lot of private organizations whose mission is centered around helping people in their own communities. That is not being racist, but rather commendable. That you never see the label 'white' associated with any reputable organization or charity or event has a lot of historical and social reasons.

Why? When I go to the south I see poor-white-trash events outside at the travelling carnaval every weekend......
