How is our fraud filled welfare, SSI and government housing (which harbor murderous gangs) better than the old local community paid poor houses?

I was just thinking it might be a superior system to bring back if there was a regulation of standards. Living in a poor house seems like it would be great motivation to grow up to work hard and contribute to the community instead of being fed its “scraps”.
