“A CEO is measured by the success of the people under him/her.”
Is that how they get hired? When they take over a new company does he/her take all the employees with them? What about someone who starts a company from scratch? Sorry your logic escapes me.
They get hired for their ability to produce results and those results are created through providing leadership and context for people to follow.
The CEO doesn’t run sales, they don’t run marketing, ops, finance or engineering. He/she runs the team that handle those functions. If the team works well and the results are there then you have a good CEO. If the wrong people remain in the jobs then obviously you don’t have one.

A good CEO does bring people with him, either directly or indirectly. These are people who you've added to your network and learned to trust and do business with along your climb to top jobs in corporate America, which eventually gave you that first CEO position.
