We can't keep him out of the country because he is a head of state who is entitled to appear at the UN under existing agreements.Yes we can. Kurt Waldheim was deemed persona non grata by Ronald Reagan, and several European countries, thus barred from entering the US for any reason. While I'm not aware of Waldheim attempting to use a UN visit as an excuse, PNG is a longstanding diplomatic concept used by all nations. It would have gone nowhere.

However, I don't believe he ever tried to enter the US to address the UN. That would have been a test of our host country agreement with the UN. To the best of my knowledge, it has never been tested.
