You may want to look at what else was in those bills.
If they were ‘naked’ bills (no amendments), then there’s an issue. If not, Paul’s NO vote probably had nothing to do with the main part of the bill.****
He might have an issue dealing with “posse comitas ??) and sending the troops to the border. The American military is not supposed to be used to enforce domestic laws.
i don't know how Ron Paul would look at such a thing, and i don't presume to speak for him. But for myself, i'd be hard pressed to see border security as a strict civilian law enforcement matter. Therefore i am not certain that Posse Comitatus applies in this particular case. At any rate, Posse Comitatus, while derived from our history and experience, is not an explicit constitutional principle. It can probably be derived from the constitution. It can be and has been altered by congress in the history of it's existence. It could easily be altered again at need.
Bills are often misleading. Congresscritters often attach a bunch of garbage to them. This used to be particularly nasty with "civil rights" legislation. After all, who'd vote against civil rights, eh?
