States where the age of consent is sixteen. That’s how the law is interpreted unless there are exceptions for age differences among teens.
Would you let me know of a state which makes distinctions for a few months above or below age of consent. I think you’ll find that the law is strictly written, but the prosecutors have broad discretion as to what to enforce and how strictly.
