My understanding of this is that he may be able to get near it, just as anyone else passing by, but since it is an active constructive site, he can’t actually stand at Ground Zero.

He shouldn’t even be allowed near it. If millions of New Yorkers can put a human chain around that area, I’ll be disgusted.
