I haven’t been reading much lately, so I can’t comment on any of these. I have had a copy of Dozois’ “The Year’s Best Science Fiction”, 23rd edition, for a couple of months now still unopened.

Yes, Rainbows End. Vinge's written three novels in last two decades and each of them has bagged a Hugo. The Man's just that damn good.
Personally, I was rooting for
Glasshouse to win. Too bad it had to come out on same year as Rainbows End...
