I guess it IS mean to make fun of this person ‘cause God made her/him/it SO UGLY. (I’m not really believing this is a woman.)

Looks to me like she’s shoved the skirt down so low towards her knees, that her Mom is probably looking at her exposed derrière. The waist of the skirt appears to be below her hips, and the top appears to be stretched down to cover any possible midriff exposure in her re-enactment of her wardrobe.
IMHO, the same outfit could have been hiked up to her waist and midriff exposed from the elastic top and sweater used to accentuate curves, to yes, be about as provocative as she could contrive without simply going naked.
IMHO, I’ve seen more nude photos that expose less than she might by wearing that outfit after placing a few items in her overhead compartment.
I have to side with SW Airlines on this one.

Well, I can’t comment on that because I don’t pay much attention to chests but I’m tired of seeing belly rolls hanging over the front of low, tight jeans in the front and butt cracks showing in the back.

For anyone that things this is ok public attire look again.
See the belt-loops on that thing? Now see where her waist is? (hint it is the narrowest part below her shirt) Now you should also note that the total height of the skirt wait to fringe is the same or less than the distance to her navel from the top of the skirt. She has that thing pulled WAY WAY down. Which means on the plane, taking into account how it is meant to be worn, that shirt was probably 3-5 inches higher.

Not sure about on the plane, but as I posted early, she was in the Today show studio, because when she sat down, she gave the audience a nice crotch shot....silky white panties if I recall :)

...The problem with this case is that Southwest doesn't have that rule...All airlines (and trains, buses, public buildings etc.) should have published dress codes, because they do not this case seems arbitrary. Just depending on peoples "good taste" gave us rap music, leisure suites, men in speedos, and the Hillary pants suite - clearly we must have standards. Arbitrary rules with arbitrary enforcement a bad recipe, but there is probably more to the story than is reported.
