This guy is an absolute kook.

His first problem would be getting his Sukois to the scene.
Venezuela is thousands of miles from the Falklands.
Cooperation with several SA countries would be needed to ferry them close to the action. Unlikely, but I guess it sounds good to the masses.

He would use the SU-30s to intercept the UK fleet as it passes. They have plenty of range to do that.

Before that, if there were ar repeat taking of the Islands, he would probably station men, material, aircraft, and potentially subs down there prior to the British arriving.
