Warden Message: Violent Criminal Activity Lagos, Caution Advised
U.S. Embassy Abuja and U.S. Consulate General Lagos issued the following Warden Message on September 6:

The U.S. Mission in Nigeria has received information that U.S. and other Western interests in Nigeria are currently at risk for terrorist attacks. Potential targets include official and commercial installations in Abuja and Lagos.

The U.S. Embassy in Abuja and the U.S. Consulate General in Lagos have, therefore, encouraged their employees to take an active role in their own personal safety by reviewing their security practices and making any needed changes. The following are suggested tips for both work and social activities:

• Maintain situational awareness.
• Trust your instincts – if something doesn’t feel right it probably is not.
• Vary routes and times to and from work. Predictability leads to vulnerability – be unpredictable.
• Maintain a low personal profile and avoid drawing attention to yourself.
• Carry a charged and turned on cell phone at all times (and/or radio), programmed with emergency contact numbers.
• In traffic, always attempt to leave space in which to maneuver; one car length between you and the car in front of you is the generally recommended distance. Always leave yourself an exit. Be prepared to take evasive action.
Avoid choke points if possible – an example of a chokepoint is an intersection, bridge, or road that you must travel in order to get to your destination.
If you cannot avoid the choke point, then raise your level of awareness when passing through it, looking for anything out of the ordinary that could be surveillance or a potential threat.
• When at all possible, avoid public locations where Westerners frequent or congregate. Use good judgment during activities, regardless of location;
• Ensure all family members are briefed on security measures;
• Have a plan and play the “what if” game:
Think about what you would do in various situations, ideally first to avoid, or alternatively to escape a potentially threatening situation;
Run scenario-based situations through your mind – this can shorten the reaction time and is a proven technique.

The KEY POINTS are:

1. AWARENESS of your surroundings;
2. KNOWLEDGE of your environment;
3. AVOIDANCE;
4. ESCAPE;
5. UNPREDICTABLITY;
6. HAVE A PLAN.

Analysis has shown that individuals who appear to take basic personal security measures are often passed over by terrorist groups as a potential target.

We continue to advise all Americans to review their security procedures, remain vigilant to their surroundings, and report specific incidences of targeted violence to the U.S. Embassy in Abuja or the U. S. Consulate General in Lagos at the numbers below.

For the latest security information, Americans living and traveling abroad should regularly monitor the Department’s Bureau of Consular Affairs internet website at http://travel.state.gov , where the current Worldwide Caution, Public Announcements, and Travel Warnings can be found. Up to date information on security can also be obtained by calling 1-888-407-4747 toll free in the U.S., or, for callers outside the U.S. and Canada, a regular toll line at 1-202-501-4444. These numbers are available from 8 a.m. to 8 p.m. Eastern Time, Monday through Friday (except U.S. federal holidays.)

U.S. Embassy Bamako issued the following Warden Message on August 29:

This Warden Message is being issued to inform U.S. citizens in Mali that on August 26 and 27, Tuareg dissidents attacked and kidnapped civilian and military convoys near the Mali-Niger border. Given these developments, combined with the presence of Al-Qaeda in the Land of the Islamic Maghreb (AQIM) operatives in Mali’s north, U.S. citizens are strongly urged to avoid traveling to northern Mali.

U.S. citizens planning to travel to northern Mali despite this caution should review the Consular Information Sheet for Mali, dated February 15, 2007, and focus particularly on security and logistical considerations regarding travel to the northern regions of Mali. American citizens should also notify the consular section of their plans and may do so by e-mail at consularbamako@state.gov .

American citizens may inquire about the latest security information with the embassy or consult the Department’s web site at http://travel.state.gov, where the current Worldwide Caution Public Announcement, Travel Warnings, and Public Announcements can be found.

Worldwide Caution Public Announcement
U.S. Embassy Kabul issued the following Warden Message on September 6, 2007:

The U.S. Embassy wishes to inform American citizens in Afghanistan that Sunday, September 9, 2007 is observed as National Martyr’s Day in honor of Ahmad Shah Massoud. Memorial ceremonies are scheduled to take place country-wide. Road closures and limits on vehicle traffic are expected.

The Consular Section of the U.S. Embassy in Kabul will be closed for all routine services on that day. It will re-open for all normal business on Monday, September 10.

The Embassy will continue to handle emergencies. Americans who find themselves in cases of extreme emergency in Afghanistan may contact the Embassy receptionist via 0700-10-8001 or the Consular Section via mobile at 0700-20-1908.

The Embassy advises all American citizens in Afghanistan to exercise caution that day, avoid crowds and public gatherings, and limit travel within or between cities to essential business only.

We take this opportunity to remind the community to review their safety precautions. Updated information may be obtained by contacting the American Embassy in Kabul at usconsulkabul@state.gov or by calling the Consular Section at 0700-10-8380.

The Department of State also shares information through its consular information program documents, available on the Internet at http://travel.state.gov . U.S. travelers outside the U.S. may also obtain up-to-date information on security conditions on a regular toll line at 1-202-501-4444.

Al Qaeda Leader Bin Laden to Address Americans on Sept. 11

Terror leader Usama bin Laden plans to address Americans on the sixth anniversary of the Sept. 11 attacks in a new video, according to a terror monitoring group.

SITE Intelligence Group said an Internet announcement of the plan included a photo of the al-Qaeda leader from the upcoming video — his beard, which in previous messages had been streaked with gray, was entirely dark.

Meanwhile, federal counterterrorism officials are analyzing a posting on an Islamic forum Web site that warns of "a special gift" to be given on the sixth anniversary of Sept. 11, FOX News has learned.

The warning was posted Sept. 2 on a site frequented by radical groups and said in part that "there will be a special gift coming on the day of the blessed invasion of Manhattan."

Federal officials told FOX News they are trying to determine if it might be a specific warning or just part of broad chatter that has been heard during the last few months.

Postings talking about "gifts" have been seen before in the days leading up to the anniversary of Sept. 11.
