The Logan Act is a United States federal law that forbids unauthorized citizens from negotiating US policy with foreign governments.

All those mayors, governors, senators visiting foreign governments are usually on pleasure junkets under the guise of examining "crop rotation" and the like---they are not negotiating US foreign policy.
