It refers to Algore Goracle, the High Priest of Global Warming. I couldn't tell you how he got it.

It is an episode of SP where Al Gore comes to save the planet from ManBearPig, but it all turns out to be a tourists stunt.

Its from a South Park episode mocking Al Gore. He comes to warn the kids about 'manbearpig'.
