If the refineries get nuked, I don’t care about the price of gas. I’m more worried about food and water at that point

That's one thing, because of the scarcity of fuel there will be no more food being shipped in.
Water plants require, at least, electricity which requires some type of fuel at some point, even if it's coal, which would need to be shipped in to the electricity generation station.

Etc, etc, etc.......
