I agree with you on this one. In the first place he probably was violating the rules by smoking a cigar at a public pool – that’s not something I would call a heinous crime although I might find a smelly cigar rather annoying and might have asked him to put it out if smoking wasn’t allowed.

It sounds to me like this cop has a real anger management problem. Even if she was black and a lesbian and even if she was extremely rude to him, she didn’t deserve to be beaten like that. Sounds like this guy has a bit of a “hair” tigger and as a cop, I would expect him to show some more restraint than this.
