Bridges and buildings are designed for multiple loading patterns to find the that which causes the most critical stress in members. No engineer expects any structure to simply carry an "even" load. By the way, the jargon commonly calls this a uniform load. Other statements in the article point to an ignorant author attempting to speculate about a problem beyond his capability.
