Read my previous reply to E. Pluribus Unum somewhere upthread. Its a cut n paste of the pertinent Arkansas statute. In short, the use of the word terroristic is a bit of state-specific legalese and predates the WOT by decades.
If I interpreted your post correctly, what made the act 'terroristic' was the fact that he shot through the door. In other words--even though he couldn't aim at a person, he knew there were people there that he might hit.

Other states use different language, such as "aggravated reckless endangerment" or the like.
