Since no one show their check stub how would the bishop know if one paid full tithe or not?
It is common practice to bring your tax papers in towards the end of the year for tithing settlement. The times you weren't as honest as you thought you can catch up on those times just by writing a check.

In all my 25 years I never had anyone come to my door for building funds!
Consider yourself lucky then.
