The writer of the original article compares the statistics to the total population of the state instead of the total population of those who commit crimes. Problem there is that the whole population is not commiting the crimes!

Excellent analysis. This is also a classical example of confusing who the real victims are. They are not blacks who commit crimes. They are the blacks who are beaten, robbed, raped and killed by black crimminals. The author refuses to acknowledge that black crimminals are monsters, not victims. Talk about misplaced priorities.
